City of Coral Gables Commissioner Melissa Castro Appointed Chair of Florida League of Cities Legislative Policy Committee
Coral Gables, FL – Coral Gables, FL – Coral Gables Commissioner Melissa Castro has been appointed chair of the Florida League of Cities’ 2026-27 Development, Code Compliance and Redevelopment Committee by League President Mark Franks, mayor of Shalimar.
The appointment elevates Castro from her previous role as vice chair of the committee, one of the League’s five legislative policy committees. The committee addresses issues including development, redevelopment, housing, community planning, zoning, eminent domain, property rights, short-term rentals, code enforcement, building and fire codes, permitting and concurrency management.
“It is an honor to be entrusted with leading this important committee and representing Coral Gables and municipalities across Florida,” said Castro. “Cities are on the front lines of managing growth while protecting the character and quality of life that make each community unique. I look forward to working collaboratively with municipal leaders throughout the state to advance thoughtful policies that preserve local decision-making, promote responsible development and ensure residents continue to have a meaningful voice in shaping their communities."
As chair, Castro will help guide the committee’s work in developing the League’s Legislative Platform, which identifies priority issues affecting municipal governance and local decision-making. She will also serve on the League’s Legislative Committee and help communicate to state policymakers the practical effects proposed legislation may have on Florida’s cities and their residents.
Castro was elected to the Coral Gables City Commission in April 2023. A graduate of Florida International University, she holds a bachelor’s degree in psychology with a specialization in applied behavior analysis and a master’s degree in industrial-organizational psychology. She is also the owner of M.E.D. Expeditors, a permit expediting firm, giving her firsthand experience navigating government processes.
Since taking office, Castro has focused on strengthening public engagement, improving government efficiency, safeguarding taxpayer dollars and protecting local decision-making. She was recognized by the Florida League of Cities as a 2026 Home Rule Hero for her advocacy during the legislative session.
