Jose M. Rodriguez was appointed Interim Director of Human Resources and Risk Management for the City of Coral Gables in October 2025. In this role, he oversees all human resources functions, including talent acquisition, compensation, benefits, labor relations, wellness, and risk management. He provides strategic guidance to the city’s leadership team on employee relations, compliance, and workforce development initiatives.
Rodriguez joined the City of Coral Gables in 2015 and has held progressive roles within the department, including Personnel Specialist, Personnel Analyst of Public Safety, Human Resources Manager, and Assistant Director of Human Resources and Risk Management. Throughout his tenure, he has led key initiatives that modernized recruitment processes, reduced time to hire by 70%, and maintained a vacancy rate below 5%. He also managed the implementation of HR information systems, oversaw labor negotiations, and directed a $2.8 million departmental budget.
A certified Senior Professional in Human Resources (SPHR), Rodriguez brings more than a decade of experience in public sector human resources. He holds a Master of Arts in Public Administration from Nova Southeastern University and a Bachelor of Arts in Political Science from the College of Charleston.
