Naomi Levi Garcia holds the dual position of Assistant City Attorney and Intergovernmental Affairs Manager for the City of Coral Gables. Working for both the City Manager and City Attorney, her unique position allows her to effectively manage a cross-section of responsibilities and ably navigate between the role of legal advisor and administrative executive. In this role, she manages the City’s state and federal legislative agendas, supervises the City’s professional lobbying teams, and leads specialized projects.
Prior to joining the City full-time in 2013, Levi Garcia gained experience in both the public and private sectors, working for non-profit organizations, local governments, and a multinational business.
She earned a Bachelor of Arts in English Literature graduating cum laude in three years from Florida State University and later earned her Juris Doctor from Florida International University College of Law. While in law school, Levi Garcia was a recipient of the Dean’s Scholar Scholarship and an active member of the Environmental Law Clinic. She has been recognized as a “Home Rule Hero” by the Florida League of Cities and the Miami-Dade County League of Cities. She is a member of the Dade County Bar Association and the Florida Bar’s Governmental and Public Policy Advocacy Committee.
