The recently approved House Bill 1B reduces county, city, and special district property taxes in fiscal year 2007-2008 and limits growth in these taxes in future years to the growth in Florida’s economy. The City Commission approved to advertise a rolled-back Property Millage Rate of 5.478 which represents a 12.27 percent Property Tax Rate decrease from the current millage rate of 6.150. On an average assessed value of $552,559 property taxes would be reduced by approximately $354. City administrators are finalizing various proposals for budget reductions which will be presented at the next budget workshop scheduled for August 29. Public hearings to discuss the 2007-2008 budget are scheduled for September 11 and 25 after 5 p.m. at City Hall. The forecasting model will help the municipality estimate future annual tax revenues, important information that is needed for the outlook of the City’s economic conditions. According to the study, the momentum of prior year sales of single-and multi-family homes, and the offering of the well-known Coral Gables amenities and services were the most significant drivers in the market value analysis, which resulted in increased prices from 8 to 12 percent. The unique market conditions of 2000-2006 caused an unusual 31 percent increase in average commercial property prices. The forecasting model predicts that real estate rates will decline in 2008 due to favorable inflation performance. Results of the model suggest that 2008 and 2009 will likely be a period of below trend growth in average prices for single- and multi-family homes, impacting the growth of property tax revenues for Coral Gables. The model also suggests that the amenities and services that the City of Coral Gables provides are critical to maintain stability and growth in property values. Many of the senior activities and events that use to take place at the Coral Gables War Memorial Youth Center have been moved to the new Coral Gables Adult Activity Center at University Baptist Church located across from the Youth Center at 624 Anastasia Avenue. Several rooms at the Church were leased by the City to house the senior programs. Among the upcoming activities, make sure to mark your calendar on Monday, August 13th. A free Blood Pressure Screening is being sponsored by CarePlus Health Plan from 10 a.m. to 12 p.m. at the new Adult Activity Center. Although the center is already getting much use, the Formal Grand Opening is not until Wednesday, October 3rd from 11 a.m. to 3 p.m. More information on that event will follow as the date approaches. If you’ve never seen the garden, now is the perfect time to walk through the lush landscape and take in the natural beauty this 83 acre tropical paradise has to offer. Fairchild Garden is named after Dr. David Fairchild, the nation’s foremost economic botanist and founder of the U.S. Department of Agriculture’s Foreign Plant Introduction Section. Many of the plants found at Fairchild Gardens were collected and planted by Dr. Fairchild himself, including the giant African Baobab tree near the historical Gate House Museum. The county’s Department of Environmental Resources Management (DERM) works with the City of Coral Gables to protect drinking water from all sources of contamination. According to the American Petroleum Institute, 60 percent of the people dispose of it improperly. It only takes one gallon of used oil to contaminate over one million gallons of water. If you are planning on changing the motor oil of your vehicle, here are important tips to remember: Use a funnel to ensure the motor oil does not spill on the ground; Place a drain pan under the car beneath the oil filter to avoid spillage; Don’t let oil drip onto the grass or dirt because it eventually makes it into our drinking water; Use a durable, tightly closed container that is designed to hold petroleum products. This will prevent spills during transportation and storage; Don’t forget about the oil filter. It is environmentally unsafe to toss old, oil-saturated filters in the garbage. When it strikes a person, lightning can stop the heart, cause serious burns, damage the nervous system and stop breathing. Despite all of these life-threatening effects, the majority of those who receive medical attention survive. The best way to avoid being killed by lightning is to avoid being struck. Lightning bolts can reach more than 10 miles away from a storm, so if you’re not right under a storm it does not mean you are safe. Since thunder can only be heard at a distance of three to four miles, it is possible to be hit by lightning before you even know a storm is nearby. So if you're outdoors during this thunderstorm season, pay attention to the weather: It could save your life. When a thunderstorm approaches, here are some safety precautions to follow: Go inside a home or large building, if you can; Avoid using electrical appliances such as telephones, computers, or television sets; If no building is available, try to get into a car. The metal frame will conduct the lightning safely into the ground; If stuck outside, do not take shelter under a tall, isolated tree; Stay away from open water; If you are trapped in an open field and you feel your hair stand on end, lightning is about to strike. Drop to your knees and bend forward putting your hand on your knees. Do not lie flat on the ground. Hopefully, these precautions will keep you alive and enjoying one of nature's most spectacular sights for a long, long time.
