About this Office

The City of Coral Gables operates a Council/Manager form of government with a budget of $142 million, and 14 dedicated departments with 859 employees providing personalized municipal services. The City is proud of its Class 1 Fire Department, Class 1 Building and Zoning Department, fully accredited Police and Park & Recreation Departments and award-winning Communications Division. Additionally, the City’s Automotive Department is an ASE Blue Seal of Excellence shop since 2000, and Coral Gables has been named a "Tree City USA" for 21 consecutive years. In 1993 the City of Coral Gables was the first City to ever win the National Emergency Management Award. Staff is now working diligently to adapt successful emergency management strategies into homeland security efforts.

The City Manager is appointed by the Mayor and City Commission and carries out the policy direction of the City Commission. Pursuant to the City Charter, the Manager appoints and removes all employees in administrative service of the City. The City Manager’s Office directs the daily activities of the City of Coral Gables, oversees a budget of $142 million and serves a community of more than 44,000 residents, within a 14 square mile area. The City Manager and Assistant City Managers direct and supervise the activities of 14 City Departments and two Division of this office (Public Affairs and Internal Audit), which includes 859 employees; advise the City Commission; make recommendations to the City Commission; prepare the annual city budget and emergency operations plan. The City Manager’s Office also provides staff support to the Budget and Audit Advisory Committee.

David L. Brown was appointed Coral Gables City Manager in November 2001, becoming the chief administrator of this top-rated municipality known for its commitment to maintaining a superior quality of life for all of its residents.

In this post, he guides the day-to-day operations of a full-service municipality that serves approximately 43,000 residents with a budget of $139 million and 857 government employees. Coral Gables, also known as The City Beautiful, is proud to have Class 1 Fire and Building and Zoning Departments, fully accredited Police and Parks and Recreation Departments, an ASE Blue Seal of Excellence Automotive Department and an award-winning Communications Division.

In November of 2005, the Florida League of Cities selected Brown as the recipient of the 2005 Florida Cities of Excellence Award's City Manager of the Year, along with City Attorney Elizabeth "Liz" Hernandez as City Attorney of the Year. Brown was one of eight finalists for the City Manager of the Year Award which included managers from the cities of Pembroke Pines, Delray Beach, Cocoa, Dunedin, Tamarac, Port Orange, and Tarpon Springs.

In April of 2006, Brown was honored by the weekly Miami Today as a top community leader. He was among five outstanding leaders and four prominent companies receiving honors at the Seventh Annual Gold Medals Awards dinner ceremony. Brown received a Bronze Medal for his exemplary efforts as Coral Gables Manager.

Mr. Brown has spent most of his professional career dedicated to the residents and businesses of Coral Gables. He started working for the City as a lifeguard of the Venetian Pool very shortly after college. Four months later, he became Manager of the Venetian Pool from 1975-82, and eventually was recruited to run a substantially larger operation, the Miami Seaquarium, where he served as Business Manager and General Manager from 1982-86.

In 1986, he returned to the City of Coral Gables as an Assistant City Manager, a position he held for 16 years before earning the title of Coral Gables’ 12th City Manager.

Today, Mr. Brown is widely recognized as one of Coral Gables most influential leaders. In November of 2007, he was the recipient of the prestigious University of Miami Iron Arrow Honor Society’s Bowman Foster Ashe In-Memoriam Award in recognition for his unwavering support of the Tribe and the University of Miami. He is a member of many professional and civic organizations including the Coral Gables Chamber of Commerce, Greater Miami Chamber of Commerce, Secretary of the 200 Club, Junior Orange Bowl Committee, University of Miami National Alumni Association, among others. He is also listed in the directory of Who’s Who of Public Service in North America and Global Register’s Who’s Who in Executives and Professionals.

Among his most recent accomplishments at the helm of Coral Gables are the modernizing of services through automation and reorganization, instituting a more open communication with residents, the implementation of the successful Coral Gables Trolley and the nation’s first pay-by-cellphone parking program, the construction of the new Museum Parking Garage, the restoration of historic landmarks such as the Merrick House, the City Hall Cupola, the Ponce de Leon Plaza, the Country Club of Coral Gables, the DeSoto Fountain and the revamping of the Procurement Code, Historic Preservation Ordinance, and a new Zoning Code rewrite.

Mr. Brown received his Bachelor of Education in Health and Recreation and a Master’s of Education in Personnel Administration, both from the University of Miami.

His personal philosophy is to always abide by the Golden Rule: "Do unto others as you would have them do unto you."

Mr. Brown is happily married to Linda Dunn Brown. He is an avid golfer and gardener, and a devoted fan of the University of Miami Hurricanes.
