| Definition of Board |
The term "Board" is hereby defined o include
every agency, authority, advisory body, regulatory body, quasi-judicial body,
committee, task force, council to other citizens group created in whole or in
part by the commission. The foregoing notwithstanding, this provision shall not
apply to citizens groups created for specific advisory purposes where such
group's existence is limited and temporary. |
| Authority to Appoint |
The Commission may appoint Boards to be composed
of such number of citizens as the Commission may deem expedient to act in an
advisory capacity in conjunction with any one or more of the departments.

| Appointment of Members |
A meeting of the Commission shall be held in the
month of May in odd-numbered years for the purpose of appointing Members to all
Boards. |
Resident/Non-Resident
Members |
Qualified Members may be appointed to Boards who
are not residents if it has been determined by the Commission that the Board is
composed of such number of citizens as the Commission deems expedient, pursuant
to Sec. 93 of the City Charter. (Ordinance No. 3251) |
| Compensation |
All Members of Boards shall serve without
compensation. (Sec. 93 city Charter) |
| Membership Limitation |
No Board Members shall serve on more than one
permanent Board at the same time.

| Term Limitation |
No Board Member shall serve more than eight (8)
consecutive years on any one Board. |
| Attendance Requirement |
Membership shall be automatically terminated for
three (3) absences in a two-year period, with exceptions being out of town or
due to illness. |
| Removal |
Board Members may be removed at any time by a
majority vote of the Commission. (Sec. 93 City Charter) |
| Political Candidate |
No Member of any Board shall become a candidate
for elective political office during term of office. Should any Member of a
Board qualify as a candidate for elective political office, such as
qualification shall be deemed a tender of resignation from such Board. |
| Vacancies |
If a vacancy on any Board which is subject to
individual appointment by a Member if the Commission remains unfilled for more
that thirty (30) days, it may thereafter be filled by action of the Commission. |
| Open Meetings |
All meetings by two or more Members of a Board
shall be open to the public and conducted in accordance with the requirements
of the Sunshine Law, as set forth in the Florida Statutes. |
| Voting Requirement |
No Board Member shall be permitted to abstain
from voting, except when there is, or appears to be, a possible conflict of
interest, as defined in the Florida Statutes. |
| Oath Requirement |
All Board Members shall be required to subscribe
to an oath or affirmation to be filed in the Office of the City Clerk, swearing
to support, protect and defend the Constitution and laws of the United States,
and of the State of Florida, the Charter and all ordinances of the City of
Coral Gables and Dade County, Florida and in all respects faithfully discharge
their duties. |
Financial Disclosure
Requirement |
All Board Members shall be required to file
Financial Disclosure, pursuant to Florida State law and Dade County law. |
| Pass Policy |
Each Board Member shall be issued an
identification card by the City Clerk, which may be used at City recreation
facilities during the appointed term only as hereinafter set forth.

Members Transacting
Business with City |
The Metropolitan Dade County Conflict of Interest
and Code of Ethics Ordinance (hereinafter referred to as the "Conflict of
Interest Ordinance") Sec. 2-11.1 of the Code of the Metropolitan County,
Florida shall be applicable to the Members of Commission-appointed Boards and
committees only and to the extent hereinafter provided. It is declared to be
the intent of the Commission, as expressed in this subsection, to provide that
the Conflict of Interest Ordinance shall not operate to preclude Members or
Commission-appointed Boards or committees from contracting with or transacting
business with Coral Gables while serving on a Commission-appointed Board or
committee on the basis of interests relating to Coral Gables when such
interests do not conflict with the Board or committee on which the affected
Member serves. (Ordinance No. 3250)

| Travel Expenses |
Requests for travel expenses for attendance by
Board Members at seminars, conferences and meetings shall be submitted for
consideration during the Budget Review process. |
| Staff Assistance |
The City Manager shall be responsible for
appointing secretaries to Boards and for providing other staff assistance, when
necessary. |
| Board Book |
The City Clerk shall be responsible for providing
a Board Book containing a Membership roster of all Board Members and a fact
sheet on each Board for use by the City commission, City employees and Board
secretaries, and shall further be responsible for notifying Members of their
appointments and duties. |
| Confidentiality |
All persons having access to the home address and
telephone number of Board Members shall be required to maintain the
confidentiality of this information. |
More Restrictive
Requirements |
That any requirements set forth in a resolution
or ordinance creating an individual board which are more restrictive that the
requirements herein shall remain in effect.

Less Restrictive
Requirements |
That the requirements herein shall supersede any
less restrictive requirements set forth in a resolution or ordinance creating
an individual Board.
